10,000+ St. Paul residents - representing the dynamic diversity of the community engaged as “neighbors” online across the city. That’s roughly 10% of households participating ~daily.

Neighbors Forums are two-way online public spaces that build, engage, and inform the community. Volunteer resident-led, our Neighbors Forums are fun and dynamic. From sharing recommendations on local babysitters to engaging our local officials on an upcoming decision, these forums deliver useful community engagement that matters. Two of our well established Minneapolis neighbors forums are approaching 1,000 members each, reaching over 20% of households.

The Knight grant runs from 2012 through all of 2014. St. Paul project partners are being sought now. Our outreach team will fan out across the city in mid-2012. In 2013, we will explore additional “electronic block club” technology as well as generate and share lessons with many other communities. E-Democracy, based in Minnesota, opened its first online civic engagement forum in 1994. Our neighborhood-level work started in 2007 in our United Kingdom communities before being brought back home to Minnesota for further innovation.

Digital bridge building works, but our success is embryonic. You must go beyond numbers in the “virtual room” and foster relevant exchange that builds trust. Nationally, the digital divide with online neighbor connecting is a real problem. According to PewInternet.org, 10.5% of adult Internet users are members of an online neighborhood e-mail lists, forums, or social networks. However, households making over $75,000 a year are 5 times more likely to be members than those in Internet households making under $30,000 an year (19% versus 4%). While whites and blacks participate nearly equally, Latinos participate at 3% (and likely other communities of color and recent immigrant communities.) This divide must be closed so that all communities may benefit. Help us create the largest and most inclusive urban public network of online neighbor connections in the world. Rüzgar gücünün kullanımı çok eski zamanlarda başlamıştır. İlk kullanım alanı ise gemilerdir. Hava akımına karşı duran büyük yelkenler, akımın gücüyle gemiyi ilerletmekteydiler. Böylece daha az insan gücü gerekmekteydi.

Geçmişten günümüze rüzgar gücünün kullanım alanları bir hayli genişlemiştir. Ucuz olması, temiz ve çevreye duyarlı olması, yüksek performansı ve düşük insan gücü gereksinimi nedenleriyle birçok alanda diğer seçeneklerden fazla tercih edilmektedir.

Rüzgar gücünün en çok kullanıldığı alan elektrik üretimidir. Fakat bu işlem için bazı gereksinimler vardır. Rüzgar gücüyle elektrik üretmek için rüzgar tribünleri kullanılır. Bu tribünler 3 kısımdan oluşur:

1-) Pervane: Geniş yanal yüzeyleriyle yüksek hava akımına maruz kalan ve bu sayede dönerek rüzgar enerjisini kinetik enerjiye çeviren kısımdır. Eğer birden fazla rüzgar tribünü kullanılacaksa tüm tribünlerin pervaneleri aynı yönde dönmelidir.

2-) Şaft: Şaftın bir ucu pervaneye diğer ucu ise motora bağlıdır. Pervanenin dönmesiyle birlikte şaft da döner ve dönüş hızıyla doğru orantılı olarak motora hareket verir.

3-) Jeneratör (Üreteç): Şaftın hareket verdiği motor döndükçe gerilim oluşturan kısımdır. Sistemin son parçasıdır.

Ayrıca rüzgar enerjisinden faydalanmanın avantajları çok fazladır. Bunlardan bazıları:

- Temiz ve çeyreye duyarlı olması.

- Sera gazı yaymaması.

- Ucuz ve yenilenebilir olması.

- Düşük insan gücü gereksinimi,

- Kolay bakım ve yüksek performans.

Thanks to generous support from the Knight Foundation, E-Democracy has committed to inclusively reaching 10,000 participants across Saint Paul on our online neighborhood forums over the next three years (for more information, visit: http://e-democracy.org/inclusion

We are committed to intentionally serving our whole community, and are combining strong partnerships with on-the-ground outreach to invite those who wouldn’t otherwise find out about these neighborhood forums. In the latest census Saint Paul reached 44% people of color as are 75% of our community’s children in the St. Paul Public Schools. Our goal is to leverage existing community networks and create new avenues to bring full representation to our online neighborhood forums.

To facilitate and help guide this outreach, we are creating an Outreach Advisory Group to serve as process stewards, share best practices, and be a sounding board. Please see the description and responsibilities below.

We would welcome your application. We also ask you to forward this to invitation to others or to nominate excellent candidates. The Outreach Advisory Group provides advice to E-Democracy through the Outreach Coordinator to help us do our outreach in a mindful and flexible way. By piloting in the Twin Cities, we are leveraging E-Democracy's 30+ Neighbors Forums and their knowledge of many other neighborhood-wide and often 1 to 3 block specific online "block clubs."

The number one challenge for the concept of a directory in this space is seeding it with a enough information to make it useful to people over a wide area to test its usefulness. The [http://forums.e-democracy.org/twincities 50 or so known online spaces within the central cities alone] already in an existing "flat" directory combined with the funded inclusive "Be Neighbors" outreach campaign provide a strategic opportunity to generate critical mass usage.

The second challenge is that of sustained curation and directory quality. In BeNeighbors.org, each listing will require an owner (likely the host of the online group) and confirmation in six months that the listing is still accurate and then again yearly. A regular, but light-weight relationship between BeNeighbors.org and the online group owner, even a simple monthly update on the visitors to their profile and click-throughs would work.

The now closed technology-oriented attempt by the UK-based GroupNearYou.com site did not inspire updating or regular use by those hosting local online groups. It contained many dormant or never really opened online groups which made the directory not very useful. While crowd-sourcing through volunteers gathering information on many sites sounds cost-effective, it cannot be the core model for gathering such information during the proof of concept phase. E-Democracy will instead provide dedicated resources to further identify and seed the effort in the Twin Cities.

The BeNeighbors.org domain name is already being used on [http://e-democracy.org/print promotional material] and will even be on yard signs in St. Paul. We envision a promotional "Meet Your Neighbors Online Week" and other efforts to drive use of the directory via many community partners.

Based on the Twin Cities experience, we envision rolling out this directory to interested [[Knight communities]] and other communities with additional funding. We also envision a "producers co-op" style relationship with neighbor connecting networks struggling to gain the visibility required to attract critical mass participation.

E-Democracy.org is interested in leveraging existing open source code or content management systems.

Based on this outline, we are interested in your quick proposals or outlines about what would work best in your view technology-wise. The web editor on our About information tab on our information pages is quite basic (and other pages you can edit like your forum's charter).

You have two options:

* A. E-mail [mailto:support@e-democracy.org support@e-democracy.org] and ask us to upload it for you.
* B. Do it yourself. Here is how:

1. Join our [http://forums.e-democracy.org/groups/files Files online group].

2. Upload small image you plan to use from web view. Make a normal post with some description of the image in the Subject and message body. Choose the photo file on your computer and then complete your post.

3. Visit the completed post. Copy the direct URL of the thumbnail of your uploaded image (or the source image if it is small enough design wise). The direct URL should end in ".jpg".

4. Go to your forum's home page.

5. To edit your Forum's About tab, look for the yellow box at the bottom of the tab, "As a group administrator you can change this About Tab." Click the change link.

6. Then click the image icon in the web editor. Paste the URL of the image into the editor, then add "Alt" text for the sight impaired and others.

Also, if you find a Creative Commons image where reuse is allowed on Flickr or some other source, you can link to the image on a remote site. You should credit the author at the bottom of your About tab. We do prefer that images be delivered from our site if possible.
